Sheff Wed Faces Major Issues, Says Independent Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties constitute a "significant problem" and the football regulator is aiming to acquire authority to examine team situations in comparable cases, the newly appointed chairman the official has declared.

During an extensive discussion, Kogan, who was recently selected, showed understanding towards Wednesday's fanbase.

The regulator engaged with four supporter groups associated with the Championship side this week.

The team have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on several different times, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," the chairman stated.

"Wednesday stands as one of the iconic names for football in England and in recent days we have met supporters' organizations.

"We are seeking authority... which will permit us to bring the club and similar situations referred to us if they need to be investigated and acted upon."

Monetary Issues and Ownership Situation

The club's controversial proprietor the Thai businessman suggested earlier this year he would be willing to sell up at their home ground, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in earlier this year caused limitations by the English Football League (EFL) in June, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although that restriction was lifted in late summer.

Regulator's Perspective

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has been part of their lives in numerous instances.

"I have absolute sympathy for the team's plight, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the followers."

Questioned about whether the regulator could force an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the response would be once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"The last thing what we want to do is start getting involved with an particular organization, an particular chairman, without having the opportunity to collaborate with that proprietor to address the problems affecting the organization and the chairman's encountering," the regulator explained.

"In actuality, when you review the record of the game, over the past few decades there have been some owners, not many, but particular people who have shown negligence in the way which they've been managing their teams and eventually refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with representatives from 110 clubs to lay out the remit of the authority recently and insisted it was a "forward-thinking discussion" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because should mistakes occur, if the sport makes errors, the extraordinary progress that's been made necessary will vanish swiftly," the regulator warned.

"And that's what nobody wants in the context of the English game is a major achievement - we must maintain momentum.

"Substantial financial resources flowing into the game and has been channeled for the last 20 or 25 years, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of concerns about detrimental effects on the top-flight's competitiveness, but the regulator stated: "I fully support the prosperity and expansion as an financial organization of the elite league.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you consult with top flight officials after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a significant confidence."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the opposition group in 2020.

The 68-year-old contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
